The London Center is the deepest part of London, in the UK, spanning multiple districts. Over time, a number of definitions have been used to determine the scope of central London for statistics, urban planning and local government. Its characteristics are understood to include high-density built environments, high land values, high daytime populations and significant regional, national and international concentrations of organizations and facilities.

The distance to London is traditionally measured from the center point at Charing Cross (in Westminster City), which is marked by the statue of King Charles I at the intersection of Strand, Whitehall and Cockspur Street, just south of Trafalgar Square.

London plan

The London Plan defines the policy area of ​​the "Central Activities Zone", which consists of the City of London, most of Westminster and the interior of Camden, Islington, Hackney, Tower Hamlets, Southwark, Lambeth, Kensington & Chelsea and Wandsworth. It is described as "a very important group of important activities including central government offices, headquarters and embassies, the largest concentration of London's financial and business services sector and trade offices, professional bodies, institutions, associations, communications, publishing, advertising and media".

For strategic planning, since 2011 there has been a sub-center of London Center consisting of the districts of Camden, Islington, Kensington and Chelsea, Lambeth, Southwark, Westminster, and the City of London. From 2004 to 2008, the London Plan included a sub-region called Central London consisting of Camden, Islington, Kensington and Chelsea, Lambeth, Southwark, Wandsworth, and Westminster. It has a 2001 population of 1,525,000. The sub-region was replaced in 2008 with a new structure that combines internal and external districts together. This was changed in 2011 when the new Central London sub-region was created, now including the City of London and excluding Wandsworth. However, districts on the outer periphery of subregions such as Streatham and Dulwich are generally not regarded as Central London.

During the Herbert Commission and the next section of the London Government Bill, three failed attempts were made to determine which area would form the central district of London. The first two are detailed in the 1959 MoU on the London London Group of Economics.

"Scheme A" describes a central London city, one of 25, comprising the City of London, Westminster, Holborn, Finsbury and the interior of St. Marylebone, St. Pancras, Chelsea, Southwark and Lambeth. The limit deviates from the existing line to cover all the central London railway stations, the Tower of London and the museum, thus including a small section of Kensington, Shoreditch, Stepney and Bermondsey. It has an estimated population of 350,000 and occupies 7,000 hectares (28 km 2 ).

"Scheme B" describes the center of London, as one of 7 regions, including most of London City, all of Finsbury and Holborn, mostly Westminster and Southwark, parts of St. Pancras, St Marylebone, Paddington and a small part of Kensington. This area has a population of about 400,000 and occupies 8,000 hectares (32 km 2 ).

During the issuance of the London Government Bill, amendments were submitted to create a central district in accordance with the definitions used in the 1961 census. It consists of the City of London, all Westminster, Holborn and Finsbury; and the insides of Shoreditch, Stepney, Bermondsey, Southwark, Lambeth, Chelsea, Kensington, Paddington, St Marylebone and St Pancras. The population is estimated at 270,000.
