Visitors to Taiwan must obtain a prior visa or authorization unless they are from one of the visa-exempt countries or countries whose citizens are entitled to a visa upon arrival. All visitors must hold a valid passport for 6 months (unless Japanese and US citizens are only required to hold a valid passport for the entire period of stay).

Taiwan has special entry requirements for current or former Chinese citizens living or formerly living in Mainland China.

Although the Republic of China (Taiwan) has only one type of nationality, not all ROC citizens have the right to live in Taiwan. Under the Immigration Act only those who have household registration in Taiwan (a citizen with a household registration, or NWHR) have the right to stay in Taiwan and may enter Taiwan without prior permission. Holding one of the documents listed below is sufficient to indicate the status:

  • Taiwan passport with individual ID card number on biodata page;
  • Valid National Identity Card, household registration certificate, or transcript of a household registration certificate accompanied by a valid Taiwan passport.

ROC citizens without a household registration in Taiwan (NWOHRs) are not eligible to receive a National ID Card. To enter Taiwan, a person must, in addition to a Taiwan passport, hold one of the following documents:

  • Expired or expired passport posted on the passport; or,
  • Taiwanese Resident Certificate.

The NWOHR which has the documents listed below may obtain entry permission upon arrival:

  • An additional signature on a passport stating the status of an overseas Chinese, or a letter stating the status; or
  • Long-term residence (F-2 type) or permanent residence (F-5 type) Certificate of Alien Registration issued by South Korea.

Alternatively, they may enter Taiwan with their non-ROC passport without prior permission if they also have a citizenship of the country for which visa exemption is granted.

NWOHRs are subject to immigration control while in Taiwan, and may only stay in Taiwan for a limited time permitted by entry permits or immigration officers. Those who do not have the documents listed above will be refused entry to Taiwan.

Visa exclusion

The passport holders of the following 63 jurisdictions do not require a visa to visit Taiwan less than 90 days unless otherwise stated (duration of stay starting from the next day of arrival). Extensions are not possible except for Canadians and British citizens, who may apply for an extension of the term from 90 days to 180 days according to the principle of reciprocity.

Taiwan grants visa-free access to passport holders of all 18 countries that recognize the Republic of China as the only legitimate Chinese government, with the exception of Swaziland, and four countries in Oceania scheduled to receive this privilege in the near future: Kiribati, Marshall Islands, Palau, and Solomon Islands.

Visa exemption does not apply to holders of emergency or temporary passports, except for Japanese and US citizens. Another visa-free citizen holding such a passport will still be able to apply for a visa upon arrival.

The stateless citizens of Brunei who hold the Brunei International Identity Certificate (ICI) with a validity period of at least 6 months are also exempt from visa requirements until 31 July 2018. The length of stay is 30 days.

In addition, holders of diplomatic or official passports/services from Belize, Burkina Faso, Dominican Republic, El Salvador, Guatemala, Honduras, Nauru, Nicaragua, Panama, Paraguay, Saint Kitts and Nevis, Saint Lucia, Saint Vincent, and Grenadines and Swaziland require a visa of up to 90 days.

Visa on arrival

Citizens from the following countries may obtain a visa upon arrival at an additional cost:

In addition, an emergency or temporary passport holder with a validity period of more than 6 months issued by visa-free countries is entitled to a visa upon arrival at an additional cost. Duration of stay is 30 days regardless of citizenship and can not be renewed. Permanent residents of Hong Kong and Macau

The permanent residents of Hong Kong and/or Macau, who are either PRC citizens or UK citizens (Overseas), may be eligible to Exit & amp; Login permit upon arrival for NT $ 300 or can apply for an online permit online at no cost to visit Taiwan less than 30 days .

Since January 12, 2016, the Ministry of Foreign Affairs of the ROC began to implement the eVisa Program. Passport holders issued by the following countries that have an APEC Business Travel Card (ABTC) containing the "TWN" code on the back of the card may enter a Taiwanese visa for business travel for up to 90 days. ABTC issued to citizens:

ABTC is also issued to Chinese citizens and permanent residents of Hong Kong, but Chinese citizens living in Mainland China are subject to entry restrictions and can not use the card to enter Taiwan. Online Travel Authorization Certificate

Citizens of the following countries may apply for a free Travel Authorization Certificate online for multiple visits to Taiwan, with a duration of no more than 30 days each visit during the 90-day validation period of the certificate, if they were never employed as guest workers to Taiwan and have met the additional requirements listed below:

They are required to hold a resident visa or visitor (including the Waiver Visa Certificate issued by Japan for Indonesian citizens, and e-Visa), or residence certificates (including permanent residence) issued by the following countries. Visas may be valid or expired, but may not expire more than 10 years before the date of arrival in Taiwan. Work permit holders and visas marked "void", "canceled" or "undone without prejudice" are not eligible . In addition, travelers using this scheme should also make returns or forwards or ship tickets and will be required to submit them to the immigration officer.

People of the People's Republic of China who are Mainlanders

Citizens of the People's Republic of China with residence (hukou) in Mainland China (including those who are not permanent residents of Hong Kong or Macao and have relinquished their hukou in Mainland China) require prior approval from the Taiwan government and are required to enter into and exit Permit prior to travel to Taiwan. Starting August 2016, Mainlanders can only visit Taiwan as part of a previously approved tour group unless they qualify for one of the exceptions:

  • They have a hukou in one of 47 cities set by Taiwan and Chinese authorities as eligible for individual tours;
  • They live outside of Mainland China and have temporary or permanent residence status in Hong Kong, Macao or third country (prior approval from Chinese authorities is not required when departing from other places other than Mainland China); or,
  • They only visit Quemoy, Matsu and Penghu Islands (in this case Exit Permit and 15-day Visits License can be obtained on arrival with certain travel documents) and will not proceed to other parts of Taiwan.

Beginning in May 2016, visitors from Mainland China registering from Mainland China are subject to daily quota imposed by Taiwan 14,600 persons per day, with half quota available for each applicant. Those applying from Hong Kong, Macao or third countries are not subject to quotas. It was reported that Chinese authorities also have an "unofficial soft hat" on the number of individual and group travelers, ranging from 40% to 50% of Taiwan's quota.

All Chinese citizens who are residents of Mainland China are unable to travel to Taiwan with their passports when departing from Mainland China and must have Travel Permits to and from Taiwan (? Span lang = "zh" title = "Chinese text">? ????? ), colloquially known as Mainlanders' Travel Permit ( ??? ), issued by Chinese authorities. The current type-card type permissions are similar to the Two-way Permit design while the older versions are pink, passport-like travel documents. Permissions must have valid valid valid exit (similar to an exit visa) on them for holders to depart from Mainland China. While traveling with Mainlanders Travel License is not mandatory when departing from Hong Kong, Macao or third country, the Exit and Entry Permit itself is not a travel document but a de facto entry visa, and is usually associated with a document number from the Permission Traveling Mainland Chinese or Chinese passports, travelers should still carry the travel documents they use to apply for Entry and Entry Permits when traveling to Taiwan.

Since January 2016, Mainlanders no longer need to hold a Mainlanders Travel License if they depart from airports in Chongqing, Kunming or Nanchang and transit only through Taiwan to a third country. Otherwise, a Mainland resident's Travel License with outgoing support is also required for transit through Taiwan if departing from Mainland China, but Exit and Entry Permit is not required if passengers do not pass immigration control in Taiwan and only remain in the air.

Beginning March 28, 2017, Mainland China residents may apply for Entitlement and Entry Permits online if they reside in a third country.

Restrictions for former citizens of People's Republic of China who is a resident of the Mainland

Although the above mentioned restrictions do not apply to former Citizens of the People's Republic of China with Land dwellings, they also face entry restrictions and are required to file Exit and Entry Permit unless they meet the following requirements:

  • They have been living outside the PRC for over 4 years;
  • They have obtained citizenship from the country in which they reside; and
  • They have lost their PRC citizenship pursuant to Article 9 of the Chinese citizenship law.

If the requirements are met, they can enter Taiwan in accordance with the national visa requirements they obtain. However, documentation supporting the change of nationality, such as a naturalization certificate, is required.

Working Holiday Visa

Citizens of the following countries are entitled to apply for a Taiwan work holiday visa (referred to as the "Young Mobility Scheme" for British and Canadian citizens) through Taiwan's diplomatic missions from their nationalities, if they are ordinary citizens of their nationality and is within the age limit:
